Introduction to Certification
PSE certification (Product Safety of Electrical Appliance & Materials) is a market access system implemented by the Japanese government for electrical and electronic products. On April 1, 2001, Japan revised the Denan Law, managed by METI (Ministry of Economy, Trade and Industry), METI does not directly issue certificates, but authorizes third-party certification bodies to conduct product conformity assessment tests and issue certificates.
METI has authorized the Japan Electrical Safety and Environmental Technology Research Laboratory (JET) and the Japan Quality Assessment Agency (JQA) as Qualification Certification Bodies (CABs) to be responsible for testing and certification of electrical and electronic products in accordance with regulations, and to conduct market supervision. In addition, TUV, UL, CQC and other institutions are also qualification certification agencies.
According to the regulations, all regulated electrical and electronic products must first submit a business declaration to the Minister of Economy, Trade and Industry of Japan before being manufactured or exported to Japan, and the PSE logo must be affixed to the products in accordance with the regulations. The Electric Safety Law stipulates that Class A and Class B products need to be affixed with the PSE diamond logo and the PSE circular logo respectively. There are two applicable standards:
Provincial Order 1: Japanese domestic standards (including EMI standards)
Provincial Order 2: J standard (excluding EMI standard) = IEC standard + Japanese difference
To date, a total of 457 products are under the control of the Electrical Product Safety Act. Among them, there are 116 kinds of products that are easy to cause electric shock, fire and other accidents, and are classified as "specific electrical products - called Class A electrical products", such as chargers and adapters; the remaining 341 kinds of products are less harmful Classified as "Non-Specified Electrical Products - Known as Class B Electrical Products".
